Illinois Hunting Permits - Huh?

Deer- and turkey-hunting permits typically are issued to people chosen in a random, computerized lottery, although DNR spokesman Chris McCloud said few are denied. Typically, hunters simply must send in an application and the $15 fee.

Ok, now I am confused.

If few are denied, and all a person has to do is send in an application and the $15 bucks, then why circumvent the entire process?

State law allows the director to issue free permits to visitors from out of state, outdoors writers or others who promote Illinois.

Ok, so now are they are saying that every one of the 1,244 people they handed out permits to without them going through the lottery process promote Illinois?

It would seem to me that if any of those 1,244 people that permits given to truly supported Illinois wildlife, then they would have been willing to go through the process and pay the $15 fee. Hundreds of other hunters do it, and are glad to do so because the money goes back into preserving the animals they hunt and the lands they use. I would like to know exactly how most of the people who received the free permits promoted Illinois in the way that the above state law had in mind.

What it boils down to is they got caught, and now they are trying to justify their wrong doins any way they can. Come on people, be big enough to admit you were wrong, and then work at trying to make things right. It only makes you look worse clutching at straws to try to save yourselves.
